The NY Times posted a guide to pragmatic painting. I wish someone would explain the rules about primer. Do you really need it when you're painting over paint?

This isn't a DESIGN blog. It's a chronicle of my adventures in fixing up and decorating my first home -- a circa 1953 rambler.
It depends on the circumstances. If the walls are in good shape and clean, then no. If you are drastically changing colors, going from a gloss to a flat, any patching, then I suggest priming. This will ensure a quality finish.
